Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday September 12, 2019 Saranac Inn, NY Town Hall at 7:35 P.M.

Monthly meeting called to order at 7:00 P.M. by Supervisor Webb.

Motion by Rick Lyon, seconded by John Murray to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by John Murray, seconded by Rick Lyon to accept the minutes. All members voting Aye. Motion carried

RESOLUTION NO.: 14 St. Regis Falls Ambulance Corporation:

The contract is for the furnishing of pre-hospital emergency medical care and transport ambulance services of the sick and injured for District 1, the Hamlet of Santa Clara.
The proposed contract is for the period of January 1, 2020 to December 31, 2022. At a rate of $4,345.00 for the year of 2020, $4,430.00 for the year 2021 and $4,515.00 for the year 2022.
On a motion by Rick Lyon seconded by John Murray the Board accepted and approved the contract.

Reappoint Douglas Tichenor as Town of Santa Clara Assessor
On a motion by John Murray, seconded by Rick Lyon the Board reappointed Doug Tichenor as Assessor for the Town of Santa Clara for a 6 year term from October 1, 2019 to September 30, 2025. . All members voting Aye. Motion carried.

RESOLUTION NO.: 15 New York State and Local Retirement System Standard Work Day and Reporting:
Be it resolved, that the Town of Santa Clara hereby established the following work days for these titles and will report the officials to the New York State and Local Retirement based on their record of activities

On a motion by John Murray, seconded by Rick Lyon the Board approved the standard work day reporting.

October 2019 Board Meeting - The date and time for the October 2019 Board Meeting has been changed to Tuesday October 15 at 6:30 P.M.

Open Discussion

Sue Patterson inquired about using the Community Room for a Saranac Inn Craft Fair next summer. Supervisor Webb advised Sue to complete the Community Center Use Form and he would meet with her on what the needs would be and the available times for the use of the room. Supervisor Webb thought it was a great idea and is happy that the community is using the room.

Michelle Brown Garcia thanked the Board for allowing her to use the Community Room for the 2 boater safety courses she held this summer. Michelle is planning three courses next summer due to the changes in the boating laws.

Lynne Perry thanked the Board for the use of the Community Room by the Upper Saranac Foundation for their Board Meeting. Everyone present at the meeting was very pleased with the accommodations and how helpful the Town was in setting up what was needed.

Good of the Town

Scott LaMay reported that the Highway Department has cleaned and flushed out the culverts on Moss Rock Road, Hoel Pond Road and also the ones in the Hamlet. There was a break in at the garage in the Hamlet. Nothing was taken but a police report was filed. Scott also asked the State Police to patrol around the area more often. The new diesel and gas tanks have been installed. Waiting for the electrician now to do the wiring. The new loader should be delivered some time in November. Scott invited the Town Board Members for a ride around all of the town roads in both districts. It will take 3 to 4 hours to go around to everything and would be at the members convenience. Scott thinks the Board should see what the Highway Department does in both summer and winter months on a daily bases. Where the department plows snow and where there is no radio or cell phone service. The Board Members agreed to schedule a time to take the tour.

General Fund vouchers No. 201 to 215 in the amount of $4,920.56 and Highway Fund vouchers No. 63 to 67 in the amount of $1,206.33 were audited by the Board. Motion by John Murray seconded by Rick Lyon to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.


Motion to adjourn at 7:41 P.M. made by Dave Perry, seconded by Rick Lyon. All members voting Aye. Motion carried.
