Site Plan Review Application: Board Members: Scottie Adams, Beth Hall, John LaHart, Bill Young, Mike Ritchie

ABSENT: Code Enforcement Officer, Ed LaGree.

The meeting was called to order by Chair, Scottie Adams at 11:07 AM.

The two items on the agenda for the meeting were a Site Plan Review Application and discussion of special counsel’s (Mike Hill) comments on the proposed land Use Code amendments.

Site Plan Application:

LOCATION: 2911 State Route 458, St. Regis Falls

The Site Plan Review Application contains the applicant’s name, address, phone number and email address. Under Project Information the name of the project is listed as Conger Mt. Inn, Address 2911 State Rte. 458, St. Regis Falls, NY 12980. There is no Parcel Tax ID listed. The current use is “residential”. The proposed use is”Vacation Rental-Rooms”. The area of the proposed structure is listed as “Existing”. The area of the existing structure is not listed. The estimated total Project Cost is $30,000. Demolition Planned is listed as N/A as is Other Permits. Included with the application is an aerial Google maps view of the property with N,S,E,W indicated. Nearby roads are visible. The application fee was paid.

Prior to the Planning Board meeting, the Code Enforcement Officer provided the information that the applicant was provided with a site plan application checklist, which enumerates the information that should be included with the application. The checklist of 27 items was reviewed and the application is lacking numerous requirements. The most important missing requirements are listed below:

• A copy of the deed to the property showing current ownership, since the applicant is not currently listed as the owner on the Franklin County tax roll web site.
• The Parcel Tax ID
• A detailed site plan including the number of rooms to be renovated/rented, the occupancy per room, the age and capacity of current water and septic systems, parking, outdoor lighting and signage details.
• Although it is listed on the application that Other Permits is N/A, permits from the APA and the Board of Health might be applicable.

John LaHart moved that the site plan application be denied until the applicant can provide the information upon which a proper decision can be made. Mike Ritchie seconded the motion. All were in favor. The chair will inform the applicant of the Board’s decision and provide the applicant with a copy of the Planning Board meeting minutes.

Proposed Land Use Code amendments

The suggestions to the proposed Land Use code amendments provided by the Special Counsel for Land Use Code matters, Mike Hill, were reviewed. His revisions clarified the language in some amendments, but the revisions did not affect the basic premise of the amendments. The chair will incorporate his suggestions into the latest version of the amendments and send the document to Planning Board members, Special Counsel and the CEO for any additional comments.

Bill Young moved that the meeting be adjourned. Beth Hall seconded the motion. All were in favor of the motion. Meeting was adjourned 11:30 PM.
