TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday May 16, 2019 Saranac Inn, NY Town Hall at 7:00 P.M.
Roll as follows for the Public Hearing and Regular Monthly Meeting:

Monthly meeting called to order at 7 P.M. by Supervisor Webb.
Motion by Rick Lyon, seconded by John Murray to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by John Murray, seconded by Rick Lyon to accept the minutes. All members voting Aye. Motion carried.
Land Use Code Update - Proposed Local Law 01-2019 updating the Town Land Use Code will need to have another public hearing as the Town’s legal counsel has advised the proper steps where not followed in April. A date for another Public Hearing will be set when all required documents are ready.
Cold Storage Building for Highway Department –Adirondack Park Agency has issued the permit for the building. The permit has been filed as required by the APA with the Franklin County Clerk. The architect is in the process of preparing the bid specifications. On a motion by Rick Lyon, seconded by John Murray the Board authorized Supervisor Webb to have the project put out to bid. All members voting Aye. Motion carried
Meeting Date Changes
June Board Meeting date change to Wednesday June 19, 2019 at 7 P.M.
July Board Meeting date change to Thursday July 18, 2019 at 7 P.M.
Michelle Brown Garcia inquired if the Town of Santa Clara Republican Caucus was still set for Friday June 17, 2019 at 6 P.M. Michelle was advised by the Chairman of the Town Republican Committee Andy McGill that it was still set for that date as published in the Adirondack Daily Enterprise. Andy advised anyone wishing to be on the Town's Republican Committee please contact Andy McGill.
Good of the Town
Highway Superintendent Scott LaMay reported that all the Town roads have been swept. The Floodwood Road has been graded. Scott has reached out to Overhead Door Company to service the garage doors and they have quoted him a price of $1,300.00. On a motion by Rick Lyon, seconded by John Murray the Board authorizes the Highway Superintendent to have the doors serviced by Overhead Door Company. All members voting Aye. Motion carried.
Scott LaMay presented 3 options with the prices for a new loader to the Board.
Tracy Road Equipment Hyundai loader $103,500.00
Beauregard Case loader $104,000.00
Nortrax John Deer l0ader $107,259.00
After discussion and review of the specifications of the machines and contracts from the dealers the Board and the Highway Superintendent decided on the Case loader from Beauregard. On a motion by Rick Lyon, seconded by Dave Perry the Board authorized Scott LaMay to complete the sale with the conditions discussed for the Case loader from Beauregard out of Colchester Vermont. All members voting Aye. Motion carried.
The mowing contract has been received from the Franklin County Highway Superintendent for mowing of the County Roads 46 and 18. On a motion by Dave Perry, seconded by Rick Lyon the Board accepted the contract to mow the county roads. All members voting Aye. Motion carried.
Resolution No 07
Justice Audit – Per section 2019-a of the Uniform Justice Court Act the town is required to annually audit the court records and dockets. An audit was done by Michael Kilroy for the year 2018 and on a motion by John Murray, seconded by Dave Perry
BE IT RESOLVED, that this board agrees that the audit of the Town of Santa Clara Justice Court for 2018 conducted by Michael Kilroy, independent auditor, is accepted;
BE IT RESOLVED, that the audit found that the court records and dockets were found to be in excellent condition;
AND BE IT FURTHER RESOLVED that a copy of this resolution is filed with the State of New York Uniform Court System
ADOPTED Ayes 4 Webb, Lyon, Perry, Murray
Councilman Lyon reported that he has had an issue with dogs in the Town not being kept on a leash. He contacted our dog control officer but was not satisfied with the response he received. The dog has since been located and the owner provided with a copy of the dog law. The dog has been licensed and is up to date on his rabies shot. Supervisor Webb advised if there are more issue with the Town’s dog officer that they will invite the agency to attend a Board meeting to discuss it.
General Fund vouchers No. 100 to 126 in the amount of $5,682.73 and Highway Fund vouchers No. 28 to 38 in the amount of $2,905.91 were audited by the Board. Motion by Rick Lyon seconded by Dave Perry to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
