TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of a regular monthly meeting of the Santa Clara Town Board held on Thursday, September 10, 2009 at the Saranac Inn, NY Town Hall at 7:00pm.
Roll call as follows:

Meeting was called to order by Suprv. Webb Motion by Marcel Webb seconded by David Perry to dispense with the reading
of the minutes of the previous meeting. All members voting aye. Motion carried. Motion by Thomas Chipperfield seconded by David Perry
to accept the minutes. All members voting Aye. Motion carried.
Suprv. Webb called about grant funds for record retention and was advised that the gentleman no longer worked
with thier company. The suprevisor mentioned that we have a bridge project that needs funding and they said they will
send an engineer next Friday and will work with the Town. The tentative budget was reviewed and Resolution offered
by Thomas Kimpton seocnded by Thomas Chipperfield:
WHEREAS: The Tentative Budget as reviewed by the Town Board members and with such changes as they deemed advisable,
it was resolved that the Town Board hereby approve the Tentative Budget become the Preliminary Budget for 2010.
That said Preliminary Budget be filed in the office of the Town Clerk where it shall be available for inspection by
all intersted parties at all reasonable hours and be it
FURTHER RESOLVED, this Town Board will meet at the Saranac Inn, NY Town Hall on Thursdaqy, October 8, 2009 at
6:00PM for the purpose of holding a Public Hearing upon said Preliminary Budget, and
BE IT FURTHER RESOLVED, THAT THE Town Clerk give notice of such Public Hearing in the manner provided by
Section 108 of the town Law and that such notice be published in the official newspaper.
Vote as follows: Thomas Kimpton - Aye, Thomas Chipperfield-Aye, Marcel Web-Aye, David Perry-Aye, Philip Durkin
-Aye. Resolution adopted by unanimous vote.
The Code Enforcement Officers report was reviewed. Some of the Board members have been working on home projects
and applied for permits.
Ron Otten has been trying to get more information about fiber optics. He asked if the Assoc. of Towns and Villages
was pursuing a law suit againts APA relating to regulations governing shoreline development. Suprv. Webb will check
George Cannon about this matter.
Jim Dalheim said perhaps next year the fireworks could be loaded on the barge at the launch site.
The Franklin County Legislature will hold a round table discussion on Sept. 15th relating to the formation foa
County Planning Board, at the E911 Building at 7:00PM Suprv. Webb has reservations and has told them our Town is not
in favor of such a move. Anyone who is interested may attend.
Larry Altemus said the EMT could not find the emergency call because there are still some numbering problems
Jim Crane has developed a database of properties, on and off the waterfront and the fire departments will check on
the numbering and location. Maps may need to be updated and provided to the Tupper Lake Department. Individuals
must accept responsibility for visible signage to assist emergency vehicles. Ron Otten said he had called about a fire
on the Bartlett Carry Road and the trucks responded to his location on Rt. 30
Doug Tichenor, Assissor, has provided information about challenges to assessments. Suprv. Webb said this Board has no power to sway
opinion, ask the Town Attorney if APA shold be contacted because of wetlands on Green Pond. APA and the Town Attorney
for their review. Suprv. Webb has received a quote for a new town sign and he will ask for a proposal from
a local sign maker and perhaps a couple more quotes. Jim Dalheim said the meeting dates should appear on the sign.
An invoice has been received from the Upper Saranac Foundation for milfoil control donation and a donation is
requested for the fire boat.
Supt. McGill said the CHIPS money will arrive September 6, 2009. He has checked with Legislator Maroun and Sen
Little about funding for bridge repair. Legislator Maroun called an engineer in Watertown and was told no funding is
available, didn't fall under Federal Highway Law. Overhead Door Co. of Massena has offered a proposal to remove existing
door at District 1 garage and replace it with a enw one, install a new commercial operator on the other door and replace
the bottom seals on three others for $4,185.00. All members voting Aye. Motion carried.
John Hutchins, Contractor, has checked the roofs and soffits of District #1 and #2 town buildings and will make
recommendations to improve them.
Supt. McGill said in International truck, same size as we have would be $57,600.00 and $16,000.00 to $17,000.00 more with
accessories Suprv. Webb said the plow truck at District #1 passed inspection. He suggested not buying a truck this
year and add more to the capital equipment fund and buy a bigger truck next year. Supt. McGill said we need a sander
this year and the emission rules will change in 2010. He checked on a new York Rake and the price was $2,400.00
