The meeting was called to order by Chair, Scottie Adams at 2:00 PM.
This meeting was originally scheduled as a working meeting with Michael Martin to review his progress on the revamping of the TSC Land Use Classification Map. Michael Martin was unable to attend the meeting. However, in the meantime variance to review was received, so the meeting will be conducted to consider the variance request.
John LaHart moved that the minutes of the last meeting be approved. Beth Hall seconded the motion. All were in favor. Motion passed.

The applicants seek to construct small addition of 30 ft. L by 20 ft. W by 21 ft. H on to an existing camp. This addition would require a variance from the water from 75 ft. to 53 ft. 1in. It would be constructed on the applicant’s property at 7813 Bartlett Carry Rd., Saranac Lake, NY 12983, Town of Santa Clara, Franklin County, New York, Tax a 463.-3-68
It was noted that the property is listed on the Franklin County Tax maps as being 1.55 acres with 235 ft. of waterfront, being sold on 12/31/15. The new addition as listed would contain a bathroom, bedroom, kitchen and a new entrance. The addition of 255.67 sq. ft. is being added on to the “back” side (farthest from the shoreline) of the current building which is 368.61 sq. ft. The existing cabin is ~43 ft. from the shoreline. The CEO reported that the septic system had been upgraded prior to the sale to the Praylos, approximate, 2012 or 2013. The APA Jurisdictional Determination J2017-0601 was that an APA permit was not required. The CEO also pointed out that the addition of 255 sq. ft. is a one-time addition according to APA regulations.
After discussion, Bill Young made a motion that the Planning Board report to the Variance Board that the Planning Board has no objection to granting the variance. Mike Ritchie seconded the motion. All members present voted in favor of the motion.
There was further discussion about whether changing the classification of various parcels of land was appropriate and how some definitions of classifications could be clarified. As previously concluded, those topics would be easier to address when we had the new revised Land Use Map to work with.
The next meeting is scheduled for November 6, 2017, 2 PM.
Scottie will provide Planning Board minutes to the Planning Board members by email for final approval before submitting to the Town Clerk for posting on the Town of Santa Clara web site. She will provide a copy of the meeting minutes to the Variance Board Chair and Secretary.
