TOWN OF SANTA CLARA BOARD MEETINGS

Minutes of a Regular Monthly Meeting of the Santa Clara Town Board held on Thursday July 9, 2009 at the Saranac Inn, NY Town Hall at 7:00pm.

Roll call as follows:

Meeting was called to order by Fuprv. Webb. Motion by Philip Durkin seconded by David Perry to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried.

Suprv. Webb introduced Michael Elitzer, President of the Upper Saranac Lake Foundation. Mr. Elitzer said the Foundation is seeking donations to continue preserving the safety and beauty of the lake. They are working in the area of milfoil reduction, water quality testing, checking phosphorous levels and employing Lake Manager, Guy Middleton. The milfoil reduction has cost a million and a half for a three year program, which funded over twenty divers all summer on the entire lake removing milfoil by roots. The fourth year they scaledf back to a maintenance program using six divers to keep milfoil from growing back. They have received annual contributions and two state grants but they are in need of more funding an suggest that the Town consider a donation for the milfoil program. If $175,000.00 is not raised the milfoil will return, in 2004 18 ton of milfoil was removed and in 2008 800 pounds was removed. Co. Durkin asked if any non-taxable entities contributed and Mr. Elitzer said some do contribute. Suprv. Webb said he will discuss a contribution with the Board, they would need a contract with the Foundation to donate and it will be considered in the 2010 budget. The Town has donated in the past, Mr. Elitzer was thanked for his presentation..

Jim Crane gave an update on the fireworks, he said the parking went smoothly and the music was very nice. Pat Marsh and Jim Crane met the Alonzo people and helped load fireworks, the Foundation loaned a boat and Dick Gunthert played many patriotic songs including, "God Bless America". The fireworks went prematurely and Mr. Crane contacted Alonzo who refunded $1500.00 because of the premature start. The finale went off too soon because of a misfire on the boat. Mr. Crane thanked wall those who donated and helped in preparing for the display. Suprv. Webb thanked Mr. Crane for all of his efforts and time in planning eh fireworks display .

Councilman David Perry introduced the proposed Local Law No. 1 of 2009, relating to the use of outdoor wood boilers in the Town of Santa Clara. The proposed Local law was read by the Board members to those in attendance. Motion by Marcel Webb seconded by Philip Durkin to schedule a Public Hearing on proposed Local law No. 1 of 2009 for July 23, 2009, 6:00PM, Saranac Inn, NY town Hall. A Special meeting of the Town Board will follow the Public Hearing at 7:00PM

The Planning Board is working on suggested changes to the Land Use Code, they have made recommendations in a thoughtful, objective manner. The Code enforcement Officers report was reviewed, by Co. Perry has been working with the Code Enforcement Officer. Suprv. Webb said Atty. Sonneborn said Judge Demarest has determined that the Town will receive $26,000.00 in fine money. Mr. Dalheim asked when he could get a copy of the proposed Local Law and the Supervisor said copies will be available before the Public Hearing. Copies of the proposed changes to the Land Use Code will also be made available when approved by the Board.

New house across from the Point has a dark floating dock which should have reflectors, should DEC or Code Enforcement Officer contact owner, Co. Chipperfield said a phone call would probably result in the reflectors when he realized the safety factor. He said Ryan Silvius had advised him of some proposed changes at Young Life. They are planning six moves to accommodate better use of space. They will lay out a plan for their boss, then present it to the Planning Board for approval and then request a permit from the Code Enforcement Officer. They may also have to seek approval from the APA.

Supt. McGill said the cost of paving was $42,212.18 higher than their quote due to a different supplier. The CHIPS payment will arrive September 16, 2009.

The boiler inspector found the Dist 1 boiler non-compliant so Mr. Light will correct the problem. The grader is in need of repair, brakes locked up. The beaver has not returned. Several projects were discussed for the future, build a salt shed, an addition for Dist 2 and needed repairs at Dist 1 garage.

General Fund vouchers No. 153 to 169 in the amount of $5,134.37 and Highway Fund vouchers No. 63 to 74 in the amount of $6,800.12 were audited by the Board. Motion by David Perry seconded by Philip Durkin to pay these bills. All members voting Aye. Motion carried.

Co. Perry said that two Forest Rangers took his Boating Safety Course. Motion to adjourn at 8:45PM made by David Perry seconded by Thomas Chipperfield. All members voting Aye. Motion carried.
