TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of a Public Hearing on proposed Local Law No. 1 of 2009, relating to the use of outdoor
wood boilers in the Town of Santa Clara, held on Thursday
July 23, 2009 at the Saranac Inn, NY Town Hall at 6:00pm.

The Public Hearing was called to order by Suprv. Webb. noting that the Public Hearing had been published in the Adirondack Daily Enterprise. Ron
Otten and Dorothy Altemus were in attendance along with the Town Board members. Ron Otten
did a lot of research on the use of outdoor boilers and wanted to be sure that the proposed
law stated under emission limits that they be less than 0.32 gams per million btus per hour input
per test Method 28-OWHH.
Mrs. Altemus asked how much would be on the web site and Co. Perry said it would appear on the site when
adopted. She commended the Board for preparing a fair local law. As a youngster she
suffered from severe lung isease and knows that pre-existing conditions make one more
vulnerable to particulate matter. She was also concerned about people over 65 who have heart failure and
those with lung cancer. Air pollution is wide spread, although research is ongoing.
Suprv. Webb said there are some pre-existing outdoor wood boilers in our rural area but they must have spark
arresters and operate only from October 1st to April 15th of each year. The
pre-existing outdoor wood boilers will be "grandfathered" but any new ones will be required to apply
to the Coade Enforcement Officer for a permit
All those wishing to make oral or written comment having been heard, the Public Hearing was adjourned
at 7:00PM on the motion of Philip Durkin seconded by Thomas Kimpton. All members voting Aye Motion carried.
