Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, February 9, 2017, Saranac Inn, NY Town Hall at 7:00 P.M.

Regular monthly meeting called to order by Supervisor Webb. Motion by Tom Kimpton, seconded by Rick Lyon to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by Dave Perry to accept the minutes. All members voting Aye. Motion carried.
Supervisor Webb appointed Councilman Tom Kimpton as Deputy Town Supervisor. On a motion by Rick Lyon, seconded by Dave Perry the Board approved the appointment of Tom Kimpton as Deputy Town Supervisor. All members voting Aye. Motion carried.
Annual Financial Report for 2016 has been completed and will be submitted to the State of New York. On a motion by Dave Perry, seconded by Rick Lyon the Board approved the Annual Financial Report for 2016. All members voting Aye. Motion carried.
New Vehicle for Code Enforcement Officer - Tom Kimpton and Highway Superintendent Andy McGill researched new vehicles for the Code Enforcement Officer due to the 2008 Jeep having an extremely rusted frame and on the advice of the mechanic it is not to be driven. A 2017 Ford Escape was purchased from High Peaks Ford in Ray Brook for the cost of $24,000.00. The vehicle has a 3 year/36 thousand mile warranty.
Bonds for Community Center - Supervisor Webb has been working with the Financial Advisor and the Town's Special Counsel on putting the bonds out for sale. Supervisor Webb has also been working with Standard and Poors Global to get a credit rating for the Town which is required before the bonds can be put out for sale. Once this is complete the bonds will be put out for sale and Bob Hafner, Special Town Counsel, hopes to have them sold and the paper work to sign off on them done by February 28, 2017.
Board of Assessment Review has a vacant position and Lynne Perry has volunteered to fill it. Motion by Rick Lyon, seconded by John Murray to appoint Lynne Perry to the Board of Assessment Review. All members voting Aye. Motion carried.
Community Bank NA has notified the Town that the cost of returns check will increase from $18.00 to $35.00 a transaction effective February 1, 2017. On a motion by Rick Lyon, seconded by Tom Kimpton the Board increased the return check fee to $50.00. All members voting Aye. Motion carried.
Meeting Date Change - The March Regular Board meeting will be Friday, March 31, 2017.
John LaHart inquired if the radios for the Fire Department Substation had been received yet. Supervisor Webb advised he will check with Chief Carl Steffen on the status.
Scottie Adams thanked John Murray for taking on the position of Town Councilman. Scottie also thanked the Board for all their work on the Friends of Eagle Island project.
Paul Smiths Gabriels Volunteer Fire Department Chief Dan Whitson presented the Town Board with a list of their current officers and Department Members.
Resolution No 09
The Resolution by the Municipality or Fire District having Jurisdiction over the Fire Company/Department offered by Tom Kimpton, seconded by Rick Lyon the following resolution was ADOPTED All Aye.
BE IT RESOLVED, that this board agrees that the Paul Smiths Gabriels Volunteer Fire Department will participate in the Franklin County Fire Mutual Aid Plan that is currently in effect.
The Franklin County Fire Mutual Aid Plan may be amended and certified by the Franklin County Board of legislators through its County Fire Coordinator and no restrictions exist against "outside" service by such fire company (fire department) within the meaning of Section 209 of the General Municipal Law, which would affect the power of such fire company (fire department) to participate in such plan.
AND BE IT FURTHER RESOLVED that a copy of this resolution is filed with the County Fire Coordinator.
Good of the Town
Rick Lyon reported that the new sign for the Fire Department Substation has been installed. Rick and Tom will work on the lighting of all the signs.
Highway Superintendent McGill reported that everything was going fine with his department.
General Fund vouchers No. 52 to 77 in the amount of $42,724.28 and Highway Fund vouchers No. 14 to 22 in the amount of $24,341.70 were audited by the Board. Motion by Rick Lyon seconded by John Murray to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
