TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of two Public Hearings and a special monthly meeting of the Santa Clara Town Board held Tuesday, December 27, 2011, Saranac Inn, NY Town Hall at 6:30 P.M.

Public Hearing on the proposed fire contract with the Village of Saranac Lake was convened at 6:30 P.M. by Supervisor Webb. This contract covers a portion of District 2 from Santa Clara Town Line to the Moss Rock Road and is offered at a cost of $56,781.10 for one year, which the Supervisor said was a “travesty of justice”. The payment, in full, is due by February 1, 2012 and will extend no further than December 31, 2012.
Oral and written comments will be heard and read at this Public Hearing. This contract is based on assessments, which is not done by most of the other fire departments with which we contract. It is essential that the town provide fire protection services for our residents and this is the contract offered.
All those wishing to make oral or written comments having been hear, the Public Hearing was adjourned at 6:45 P.M. on the motion of Marcel Webb, seconded by Philip Durkin. All members voting Aye. Motion carried.
Supervisor Webb convened the Public Hearing on a proposed emergency medical and transport ambulance service with the Saranac Lake Volunteer Rescue Squad, Inc. at the cost of $21,600.00, payable in full by April 1, 2012. The Rescue Squad will bill patients through their insurers, including Medicare and Medicaid. The Rescue Squad will not seek to collect co-pays deductibles from the residents of the Town of Santa Clara but will seek co-pays for service of non-residents to whom services are provided.
All those wishing to make oral or written comments having been given the opportunity, the Public Hearing was adjourned at 7:00 P.M. on the motion of Marcel Webb seconded by Philip Durkin. All members voting Aye. Motion carried.
The special meeting was convened at 7:03 P.M. by Supervisor Webb. Motion to dispense with the reading of the minutes of the previous meeting made by Philip Durkin seconded by David Perry. All members voting Aye. Motion carried. Motion to accept the minutes by Thomas Kimpton seconded by Philip Durkin. All members voting Aye. Motion carried.
Motion to accept the Village of Saranac Lake Fire Protection contract was made under duress by Thomas Kimpton seconded by David Perry. This contract with the Village of Saranac Lake is based on an estimated seven fire and rescue calls at $56,781.10. Since Fire Protection is an essential need to our residents, all members voted Aye. Motion carried.
Motion to accept the Saranac Lake Volunteer Rescue Squad, Inc. contract for 2012 made by David Perry seconded by Philip Durkin, at a rate of $21,600.00. All members voting Aye. Notion carried.
Supervisor Webb said Rick Lyon, David Perry and Lynne Perry will serve on a committee to review and update the Town's Code of Ethics, which was adopted in 1970.
Superintendent McGill said a new pump is needed for District 1 plow truck and he has been investigating used trucks as a replacement. Supervisor Webb doesn't have figures on bridge repairs and doesn't know if cash is available but repairs will be done on the Floodwood Bridge with County assistance. He said the lighting project in conjunction with National Grid has resulted in improved lighting. He will write a letter of intent to the Tupper lake Fire Department relating to a five year contract for fire protection with increases of $5,000.00 each year, further discussions will be held.
Highway Fund vouchers No 145 to 150 in the amount of $8,888.21 were audited by the Board. Motion to pay audited vouchers made by Philip Durkin, seconded by Thomas Kimpton. All members voting Aye. Motion carried.
Motion to adjourn at 7:20 P.M. made by David Perry, seconded by Philip Durkin. All members voting Aye. Motion carried.
